Job Description

The Village of Glen Ellyn is seeking qualified candidates to fill a full-time Management Analyst position within the Administration Department.  The duties of this position include, but are not limited to, performing various administrative, professional, and technical functions ranging from routine to complex, including research-based, technical, financial, and/or policy-driven analysis and support to the Administration Department. The position provides exceptional customer service, responding to and interacting with Village officials, Department Heads, supervisors, employees, the general public, and/or others within and outside the Village courteously, professionally, and effectively.   The position provides exceptional customer service, responding to and interacting with Village officials, Department Heads, supervisors, employees, the general public, and/or others within and outside the Village. Performs other duties as assigned.  Position reports directly to the Assistant Village Manager.  

 

ESSENTIAL FUNCTIONS:

  • Assist in facilitating the implementation of various short and long-range plans for the Village.
  • Manage the Ride DuPage program including monthly invoicing, oversight of shared agreements, and registrations. 
  • Collaborate with staff on the development and implementation of the Village’s Sustainability Plan
  • Assist in budget development and support for Administration (Board & Clerk, VM Office, History Park, etc.), as well as operating and capital budgets
  • Coordinate grant writing, reporting, applications and administration 
  • Provide refuse contract oversight and manage contract inquiries
  • Lead research and special projects for the Administration Department
  • Assist with recruitment efforts including interviewing and candidate follow-up
  • Assist with special projects in other departments as needed
  • Serve on various internal committees including employee engagement and wellness, among others.
  • Assist the Law Department in drafting and reviewing various documents, including requests for proposals and notices to bid.
  • Prepare written and visual communication materials on a variety of special topics   
  • Provide general administrative support to the Village Manager’s Office, cross-training with the Executive and Administrative Assistants
  • Provide data and analytical support to the Information Technology Department; assist with the implementation of various software and system upgrades such as new systems in Community Development, Human Resources and Finance
  • Serve as a staff liaison to various boards and commissions

 

QUALIFICATION REQUIREMENTS:

  • A bachelor’s degree in public administration, business administration, finance, urban planning or related field is required.
  • A master’s degree in public administration, business administration, finance, urban planning or a related field is preferred.
  • One (1) to two (2) years of experience in municipal government is preferred. 
  • Valid Illinois driver’s license
  • Excellent verbal and written communication skills, including the ability to communicate with tact and professionalism under various conditions. Must be detail-oriented and highly organized; ideal candidates are self-starters with the ability to work both independently and as part of a team. 
  • Excellent typing skills, the ability to effectively operate customary office equipment, including computers and related software, such as Microsoft Office (e.g. Word, Excel, and PowerPoint) and Windows-based programs; previous experience with an electronic records management/archival system is a plus.   
  • The position also requires individuals capable of completing basic mathematical calculations. 

 

WORK SCHEDULE:  Monday-Friday, 8:00 am to 4:30 pm., with evening meetings as necessary 

 

SALARY/BENEFITS:

This is a full-time, exempt position with full benefits and participation in the Illinois Municipal Retirement Fund (IMRF), a defined benefit retirement plan. Our comprehensive benefits package also includes health, dental, and vision insurance, life/AD&D coverage, flexible spending, transit, a 457 deferred compensation plan, paid time off, a wellness incentive program, and tuition reimbursement. Actual starting salary is negotiable and will be dependent upon qualifications, experience, and professional achievement.   The current salary range for this position is $74,520 - $104,328 (Grade K) with anticipated starting salary +/- $85,000.
